Rut'theran Village was a village port for the night elven city of Darnassus, located at the very bottom of the World Tree Teldrassil. There were three docks with regular boats going to the Exodar and Stormwind City. The boat that went to and from Rut'theran Village and Auberdine was of night elf construction, and wasn't the same model as the boat that went from Auberdine to Menethil Harbour. The boat from Stormwind to Rut'theran was added in WotLK with the harbour.
